Finding
Clean Cities coalitions are the fleet manager's local guide to the grants and technical help that survived the federal rollback
DOE lists more than 75 designated Clean Cities and Communities coalitions, covering about 93% of the US population. The program is administered nationally by DOE's Transportation Technologies Office, now under the Office of Critical Minerals and Energy Innovation; each coalition is a local nonprofit, council of governments or state agency with a DOE-designated director.
With federal EV purchase credits ended in 2025, fleets lean on coalitions to find what is still funded: EPA Diesel Emissions Reduction Act (DERA) grants, FTA Low or No Emission bus grants, Congestion Mitigation and Air Quality (CMAQ) money through metropolitan planning organizations, state Volkswagen settlement funds and utility make-ready programs. Coalitions also run first-responder EV safety training and ride-and-drive events, and feed station and fleet data to DOE's Alternative Fuels Data Center (AFDC).
Most coalitions cover every alternative fuel, not only electricity: propane, natural gas and renewable diesel remain a large share of their fleet work in the South and Midwest. Texas has four coalitions: Lone Star Clean Fuels Alliance in Austin, Dallas-Fort Worth Clean Cities at the North Central Texas Council of Governments in Arlington, Houston-Galveston Clean Cities and Alamo Area Clean Cities in San Antonio.
The table lists 77 coalitions across 41 states and DC. Coalition websites move often; rows marked unverified have not been rechecked recently.

Services
What a coalition does for a fleet
Services vary by coalition and funding; these are the common ones.
| Service | What it covers | Typical partners |
|---|---|---|
| Grant matching | DERA, FTA Low-No, CMAQ, state Volkswagen settlement funds, state and utility programs | MPOs, state energy offices, utilities |
| Fleet planning | Replacement analysis, duty-cycle screening, cost and emissions with Argonne's AFLEET tool | Argonne, NREL |
| Charging and fueling | Site planning, utility service coordination, station data for the AFDC locator | Utilities, station operators |
| Training | First-responder EV safety, technician and fleet-manager workshops | NFPA, community colleges |
| Outreach | Ride-and-drives, Drive Electric Week, school bus and transit demonstrations | Plug In America, EV clubs, transit agencies |
| Reporting | Annual stakeholder surveys that feed DOE fuel-use and emissions estimates | DOE, NREL |
